The most expensive areas of the city are on Hong Kong Island, and the cheaper hotels are concentrated in Kowloon and the New Territories. The busiest times in Hong Kong tend to be the shoulder seasons – March-April and September-October – so you might end up paying more for your room during those months than during the Winter low season. Another way to save money is to stay in smaller hotels with fewer stars than you might ordinarily stay in. Most of the hotels in Hong Kong are clean and comfortable, though they may not boast harbor views or have swimming pools, so if you are not going to be spending much time in your hotel anyway it makes sense to not spend a fortune on it, right? Generally speaking, the biggest drawback of staying in a Hong Kong hotel that has fewer stars is that it’ll be a little further away from the things you want to do and see in the city. But as long as the hotel is close to public transportation, you’ll be fine.
